Major issue with my 1996 scrambler 400 how to fix..

So after a long winter I finally go grab my bike out of storage and start going through it. When I jacked it up I noticed the swing arm sagged down a bit. I moved back tires around and had tons of play up where it was bolted. So figured it just needed some bushings etc I went forth and removed clutches and back plate. Wouldn’t you know it, the bolt fell right out. The previous owner welded all around where the hole used to be.. What can I do here? Weld washers to both sideds to strengthen it? Or.. Anyone ever come across similar problem
