Trailblazer 250 Starter is bad, possibly something else too?

Hello, I’m a new user and hoping someone can help out.

Problem:

I have an early 2000’s Trail Blazer 250 (not positive what year, it’s my dad’s not mine) that won’t start. Pull rope is broken, starter soelinoid clicks when you try to start it. It does read 12V on the starter side of the solenoid, so I believe I’m good to assume that’s ok? I tapped the starter with a hammer and got it to make some noise, but it’s not a noise I’ve heard before from a polaris. Sounds like the starter is spinning but not engaging? I took the clutch cover off and see the belt and clutch start spinning, although it’s very slow (I would think far too slow to start it) and then after a few seconds it sounds again like the starter is spinning but not engaging anything.

So I know I’ll need a new starter, because tapping it does get it to do something. My question is, is that going to fix all of my problems or is there some kind of clutch problem as well? I’m fixing this for my dad, he thinks it’s still rotting away in a barn. I’m willing to put a new starter on it, but if it needs a clutch or something expensive, it’s probably going to have to rot.

Background: 4 years ago 4 or 5 quads were stolen from my dad’s property. This is the only one that was left behind, but the wiring was all cut up like someone was trying to hot wire it. I think I’ve got all the wires connected back up, but they cut the pull rope off and I’ll need the starter problem fixed to verify that everything else is working. I mention this in case any of you know of a wiring type reason why this starter would be spinning the clutch so slowly or not engaging. Thanks for any help you can provide. I really thought I’d just throw a battery in this thing, splice some wires and drain the old fuel to have a great running little machine.
