OEM shocks valved to tightly?

Hi all! Last season I tore into the suspension thinking it may be seized. After removing the wheels, one at a time, I checked to make sure everything was moving freely. Pulled the bolts and greased everything.

If I push down on either the front or the rear of the quad it’ll spring back. Went for a scoot today and the Bruin reminds me of the old back breaker sleds of the 70’s & 80’s. Doesn’t feel like it has any give to the suspension at all. Running Slingshots with 4-5Lbs of air. Would the oem shocks with to much damping cause this? Thanks in advance.
