NEED HELP ASAP: XPT Secondary Bolt Backed Out?!?

So I was seeing really high belt temps, and then finally blew a belt today (at about 300 miles total, 173 hard dune miles). When I took the cover off and started cleaning up (the belt was shredded big time, it even shot parts out the clutch-cover exhaust) I found this:

Pushing secondary back:

Pulling secondary "out":

Can I just crank that bolt back down (and maybe loctite it)? What is the torque spec? Is there any special process to tighten it?

What sort of damage could have been done with it being that loose for so long?
