95 Xplorer 300 4×4 won’t start

So far I have replaced the old fouled plug (cylinder has compression and there is spark), changed all fuel lines, put a new needle in the carb and a bowl gasket, as well as check for spark. On first round of trying to start it, I had the top cap off the carb and after a few pulls it started right up so I shut it off and reassembled the carb. After getting everything set to the factory adjustments for a base line, the wheeler won’t start up but the engine will spin over as if it’s about to take off. I’m no expert when it comes to carbs so any pointers would help, I’m stumped on what to do next.

99 Explorer 300 Top End Rebuild

My 99 explorer 300 stopped running a few weeks ago so I did a compression test and have 30 psi. The books state a minimum of 115 psi. So I think I have a problem. With this little of compression could it be just a bad piston ring or something major? Top end rebuild or total engine rebuild? How hard is it to do a top end rebuild yourself? Has anyone done it and documented the steps?
