Bushing bolt in backwards?

I was replacing the rear bushings on my 08 sportman 500 HO like a month ago, and for the most part it was relatively straight forward, and painless.

Until I got to the ?upper a-arm? (not sure if that’s what it’s called), and the bushings between that and the frame. I cannot remove the bolts holding it on, because when I attempt to slide the bolt out, the head of the bolt hits the boot around the axle. To me it seems like they must be in backwards, because if they were in the other way, this wouldn’t be an issue.

Can anyone confirm that this is/is not normal?

Not sure what the best course of action is; I figure it’s likely easiest to buy new bolts, and cut the heads off the bolts that are in now. Thoughts?
