400ex wiring harness or timing help please

i recent installed the battery relocate airbox and a new head gasket and valve cover gasket. when i got it back together it will turn over but not start so i assume from the battery to relay to starter is fine. gas is getting to the carb, i opened it to check. i stuck a small allen wrench into the spark plug wire and held it near the frame to make sure it was sparking, it was. so it appears to be getting air, gas, and a spark. it acts like when you have the kill switch off and try to start. so…i assume i either got the timing wrong or connected something wrong in the wiring harness. for the timing, i turned until i got a "t" in the peephole, installed the cam with lobes facing down and the cam sprocket which has 3 lines in it like this _ | _ i have the two
horizontal ones parallel to the head and the vertical one pointing up perpendicular to the head. i just have my headers sitting loosely in the holes, im not sure if this would create an issue with backpressure or something. i bypassed the neutral safety switch several months ago by just splicing green to yellow green in the wiring harness and it worked fine. everything worked fine until i relocated battery and put on gaskets. anyone have some things i could look for? i also checked the ground on the left side of motor down near the shifter, still connected. the lights will come on when the key is in and turned.
