2004 700 efi performance

Just replaced the belt on my 2004 700 efi. It did not help much. The old belt showed very little wear. The new one went on easy.

After replacing it and starting it, I heard some "tick"-ing. Discovered the left ignition wire was arcing to the frame where the left front shock mounts. Pulling it slightly back would end the arcing, so I wrapped it with some pipe insulation and zip-tied it.

Machine is sluggish at best.

Here are some parameters I took note of:

Engagement appears to be occurring between 1200 and 1300 rpm. Machine idles right around 1000 rpm.

On a paved road:

In High , machine accelerates slowly but easily to about 25 mph, then will slowly climb to about 35 mph at best. Machine is turning about 4400 RPM max at this point.

In Low, machine will quickly accelerate to 25 mph and stay there, with max rpm achieved at about 5500 rpm.

The primary clutch has this blue spring in it, which I will assume is the original.

I bought the machine used in 2007. It only has 800 miles on it now, and sat for over 6 years in a shed (I was stationed overseas) until I recently changed a fuel tank because the pump and everything else inside it severely rusted.

I changed the tank, filter, and fuel lines, and had the injectors cleaned by a dealer.

Appreciate any comments you guys might have on the performance, and what seems like very low max RPM when riding.
