A new proposed rule is under review that will govern the designation and establishment of All-Terrain Vehicle (ATV) use trails on state lands.

Proposed Rule Overview

The proposed rule:

Allows the Secretary of the Agency of Natural Resources to designated areas for use by all-terrain vehicles (ATV) on public lands. The designation of trails for ATVs will be only for the purpose of connecting established VASA trails that occur on private or public lands.

Establishes criteria by which connector trails may be designated and outlines the process of petitioning for designation, including petitioners’ responsibilities.

Describes the rulemaking process, the designation process, as well as circumstances for closing designated trails.

Establishes Les Newell connector trail for ATV use under specific terms and conditions.

Public Hearing Schedule

Public hearings are scheduled to review the new rule as well as the Les Newell connector trail designation.
