Starter problem

Sup guys, hate to start a new post here, I’m new as well. I have a 2002 polaris magnum that the starter is not working right. I bought a new solenoid and battery, due to a different reason, a rigged positive cable that was too loose and melted the battery post. I replaced those and still have the clicking sound coming from the solenoid. The starter is practically new, and has less than 20 hours of riding time, since i changed it out in may. My main question is should i be able to move the spines on the starter that connect to the bendix by hand or does it only move by electricity. Everything seems fine inside of it, but it won’t turn. I have noticed alot of rust up like build up around the gears behind the pull starter, which were clean last time i worked on this bike. Really wanted a second opinion before i bought a new starter..
