Sparks Clutch weight question

Ok so I’m trying to fine tune the Sparks clutch, green bolt with thick washer in heel and middle, red with thick in tip (13g total) hits at 2400rpm off idle. Goes right up to 8350 and then immediately drops to 8100 and climbs back to 8250. Seems to hit 63mph pretty quick but struggles past that point (in my provided test area). I had green bolts with thick washers in all 3 spots and it went to 8600rpm and dropped to 8550 and went back to 8600 but would get up to 66 mph, felt like it was slipping a lot with that set up. Should I try moving the red bolt thick washer to middle hole or try adding a thin washer to middle? Anyone else have any options on this? It’s a 2 seater 2015 xp1k.
